In short:

  • The Education Department opened the 2027–28 FAFSA on September 23, 2026, a week before the October 1 date set by law.
  • It asks for 2025 income and tax information. You don’t need to wait for your 2026 taxes.
  • The federal deadline is June 30, 2028, but state grant and college deadlines are much earlier, often in winter or early spring 2027. Some state money is first come, first served.
  • The FAFSA does not apply for Parent PLUS. A parent applies separately on StudentAid.gov, usually in late spring or summer, and passes a credit check.
  • For a freshman starting in fall 2027, Parent PLUS is capped at $20,000 a year and $65,000 in total. Some continuing students still have the old limits through the legacy provision.

The Department publishes the formal deadline notice for each aid year in the Federal Register partway through the cycle. The 2027–28 notice had not been published as of October 31, 2026. For 2026–27, the notice set June 30, 2027 as the last day to submit the form and September 11, 2027 for corrections.

What the 2027–28 FAFSA asks for

The Department’s September 23, 2026 announcement lists several changes for 2027–28: clearer questions, the option to invite a parent contributor by text message, and pre-filled forms for returning students later this fall. Parents with more than one child applying can reuse their information across applications.

Pell and the Student Aid Index, as they affect Parent PLUS

Parent PLUS is a separate application

  1. The student files the FAFSA and lists the colleges. Schools need it on file before they can offer any federal loan, including Parent PLUS.
  2. The school sends an aid offer. It may list Parent PLUS as an option. Under the new rules, the most you can borrow is the lowest of: cost of attendance minus other aid, $20,000 for the year, and what is left of the $65,000 total for that student.
  3. The parent applies on StudentAid.gov for the 2027–28 award year and the school, or follows the school’s own steps. Schools generally say a credit approval is good for 180 days, so most parents apply in late spring or summer before the fall term.
  4. Credit check. You are denied only for an adverse credit history: debts over $2,085 that are 90 or more days delinquent, or debts placed in collection or charged off in the past two years; or, in the past five years, a default, bankruptcy discharge, foreclosure, repossession, tax lien, wage garnishment, or write-off of federal student aid debt. Having no credit history is not adverse.
  5. If you are denied, you have three choices. You can get an endorser (a creditworthy co-signer), or document extenuating circumstances; both require PLUS credit counseling. Or you can decline, and the student can get extra Direct Unsubsidized Loans: $4,000 more a year in the first two years and $5,000 after that.
  6. Sign the Master Promissory Note for Parent PLUS if you haven’t already, then the school disburses the loan. The origination fee comes out of each disbursement.

Reaching the $65,000 cap is not the same as being denied. The Department has said hitting the cap does not give the student the extra Unsubsidized Loan amounts.

How the caps apply in 2027–28

The $20,000 annual and $65,000 total limits apply per dependent student and are shared by all parents who borrow for that student. The legacy provision keeps the old limits (cost of attendance minus aid, no total cap) for students who were enrolled in a program on June 30, 2026 and had a federal Direct Loan (theirs or a parent’s) disbursed for it before July 1, 2026. It lasts the lesser of three academic years or the time left in the program, counted from July 1, 2026.

Your student in 2027–28Parent PLUS limit for 2027–28What to know
Freshman starting fall 2027$20,000No legacy status is possible. $65,000 total over all years, so the fourth year is limited to $5,000 if you borrow the maximum in the first three.
Sophomore who started fall 2026$20,000Everything borrowed in 2026–27 counts toward the $65,000 total.
Junior who started fall 2025, with a Direct Loan before July 1, 2026, same programOld limits: cost of attendance minus aidLegacy years for a 4-year program: 2026–27, 2027–28 and 2028–29. The caps return after that and count everything already borrowed.
Junior who started fall 2025 with no federal Direct Loan before July 1, 2026$20,000No legacy status. Any Parent PLUS borrowed earlier for this student counts toward $65,000.
Senior who started fall 2024, with a Direct Loan before July 1, 2026, same programOld limits: cost of attendance minus aidTwo legacy years: 2026–27 and 2027–28. A fifth year in 2028–29 falls under the caps.
Fifth-year student who started fall 2023 in a 4-year program$20,000, if anything is left of $65,000Only one legacy year (2026–27). If the family has already borrowed $65,000 or more for the student, no more Parent PLUS is available.
Transferred to a new school after June 30, 2026$20,000A transfer starts a new program, which ends legacy status. Earlier Parent PLUS for the student counts toward $65,000.

The federal loan system flags legacy students and tells the school. Check your own case with the legacy checker, and see every rule in Parent PLUS loan limits.

Frequently asked questions

When is the 2027–28 FAFSA deadline?

The federal deadline is June 30, 2028. State grant programs and colleges set much earlier deadlines, often between December 2026 and March 2027, and some state aid is first come, first served. File as soon as you can.

Which tax year does the 2027–28 FAFSA use?

2025. The FAFSA uses tax information from two years before the school year starts. Each contributor consents to have the IRS transfer it, so you do not need your 2026 return.

Does my child have to file the FAFSA for me to get a Parent PLUS loan?

Yes. The school needs the student’s FAFSA on file before it can offer any federal Direct Loan, including Parent PLUS. The Parent PLUS application itself is separate and is done by the parent on StudentAid.gov or through the school.

How much Parent PLUS can I borrow for a freshman starting in fall 2027?

Up to $20,000 for 2027–28, and never more than the cost of attendance minus other aid. Over the student’s whole education the limit is $65,000, shared by both parents. A freshman starting in 2027 cannot qualify for the legacy provision.

Does the legacy rule still apply in 2027–28?

For some continuing students. If your student was enrolled in a program on June 30, 2026, had a Direct Loan for it disbursed before July 1, 2026, and is still in that program, the old limits can apply for up to three academic years from July 1, 2026, which includes 2027–28 for many current sophomores and juniors. Use the legacy checker.
