PsyD and clinical psychology loan limits for 2026

The 2026 rule added clinical psychology to the federal list of professional fields, so PsyD and clinical PhD students get $50,000 a year. Most other psychology programs get the $20,500 graduate limit.

Graduate or professional?

The final rule lists Clinical Psychology (Psy.D. or Ph.D.) among the eleven professional fields in 34 CFR 685.102(b). During the court stay, the Department’s list names Clinical Psychology (Psy.D.), with the Ph.D. added in its July 10 update, plus Psy.D. programs in counseling, school, clinical child, health/medical, family and forensic psychology. Its list of programs not treated as professional during the stay includes community, industrial-organizational, educational, environmental, applied, sport and somatic psychology, geropsychology and applied behavior analysis.

In practice: a clinical PsyD or PhD gets $50,000 a year and $200,000 in total. A counseling or school psychology PsyD gets the same while the stay lasts. A counseling psychology PhD, a master’s in counseling or I-O psychology, and other psychology programs use the graduate limits of $20,500 and $100,000.

What psychology doctorate costs

Funding differs sharply by program type. APA data for 2009–10 show that traditional doctoral departments gave financial assistance to a median 91% of full-time students, compared with 40% at professional schools of psychology, and 71% of traditional departments offered full tuition waivers with first-year teaching assistantships, against 7.4% of professional schools. APA’s most recent published debt survey found a median graduate debt of $120,000 for 2009 PsyD graduates and $50,000 for PhD graduates who reported debt. We could not verify a newer national figure from APA.

Worked example

A student starts the Chicago School’s clinical PsyD in Chicago with first-year tuition and fees of $66,226 and indirect costs of $50,039, $116,265 together (2025–26 figures), held flat for four years with no scholarship.

Federal loans put $197,884 toward the $465,060 need over 4 years after $2,116 in origination fees, leaving $267,176 to cover with scholarships, savings, service programs or private loans.

Already enrolled before July 1, 2026?

The old rules continue for you if you were enrolled in this program on June 30, 2026 and a Direct Loan for the program was disbursed before July 1, 2026. Any Direct Loan counts; you did not need a Grad PLUS loan. For your “expected time to credential,” the lesser of three academic years or the part of the program you had left on July 1, 2026, you keep $20,500 a year in Unsubsidized Loans, any higher health-profession Unsubsidized amounts your program had, Grad PLUS up to cost of attendance, and no lifetime limit (34 CFR 685.200(b)(2)(ii) and 685.203(b)(2)(iv)(B), (e)(6), (j)(3)). Withdrawing or leaving the program ends the exception. Afterward the new limits apply, and every loan you borrowed, including legacy Grad PLUS, counts toward the $257,500 lifetime limit.

Clinical psychology doctorates often take five or more years including internship, so a student who had finished one year by June 2026 gets three legacy years and then faces the new limits. At that point every federal loan already borrowed, including Grad PLUS from the legacy years, counts toward the $257,500 lifetime limit, which can leave little or nothing for the final years.

The legacy checker applies the same enrollment and loan tests, and the graduate calculator models legacy years.

Frequently asked questions

Is a PsyD a professional degree for student loans?

A clinical psychology PsyD is: Clinical Psychology (Psy.D. or Ph.D.) is listed in 34 CFR 685.102(b). During the court stay, PsyD programs in counseling, school and several other psychology areas are also treated as professional.

Does a PhD in clinical psychology get the $50,000 limit?

Yes. The final rule lists the Ph.D. alongside the Psy.D., and the Department’s July 10, 2026 update added the Ph.D. to its court-stay list.

What about a counseling psychology PhD or a master’s in counseling?

The Department’s court-stay list names only the Psy.D. for counseling psychology, and master’s programs in counseling are not professional degrees, so for now they use the graduate limits of $20,500 a year and $100,000 in total. A counseling psychology PhD might qualify under the final rule’s CIP-family test if the stay ends, so ask your school how it codes your program.
